According to a survey released Tuesday by the National Retail Federation, U.S. consumers plan to spend an average $56.31 this year on Halloween candy, costumes and activities such as visiting a haunted house – down from $66.54 per person in 2008. Overall, American spending is expected to plummet from $5.77 billion last year to $4.75 billion in 2009.
